It’s called The Peak, and was launched in Singapore on 13 August. Here’s what they’re saying:

Estimated completion date 2020. I’m not sure exactly where it will go, but I think it’s the vacant lot on this satellite shot, running along Hun Sen Boulevard. That means it fronts Naga casino (on the corner) and the Foreign Ministry, with Diamond Island not far away. (Diamond Island is “Exhibition Street” and “Theatre Street”, and it also is slated for some very flashy apartments).
They describe it as an oasis of luxury in the clouds, but it reminds me more of an island in an ocean. A self-contained world where you can eat, drink, have fun, shop (“five levels of retail excitement at your doorstep”), and generally ignore everyone who can’t afford to join you. From time to time you get in your Lexus and cruise over to another and very similar island, without wetting your feet in the waters of ordinary people’s lives. This is not just Cambodia, this is the world.
